Development
Supervised multi-cultural teams (in Saudi) in the development of Light Armored
Vehicle (LAV) Field Manuals and training materials for the Saudi Arabian
National Guard to a level of performance beyond contract requirements. Developed,
as team member, plans for training, reorganization, and logistical support
for project to sell military equipment to Saudi Arabia. Developed training
standards and procedural document for client (Saudi) organization. Negotiated
contract modification to expand services with U.S. Government representative.
(Communication) Negotiated product delivery schedules in support of client
programs with both U.S. and Saudi clients. (Publication development). Actively
participated in formulation of contract proposals and assisted in negotiations
with U.S. Army Office of Project Management. Developed tactical doctrine
for the Saudi Military units based on mission requirements and the capabilities
and limitations of their equipment and organizations. Conducted work estimate

Officer Planned unit exercises at Grafenwoehr and Hohenfels: developed plans,
scenarios, and standards for training and supervised their execution for
780-man Cavalry Squadron. Enforced sustainment gunnery and tactical training
standards that enable unit to attain 100% qualifications on all weapons systems
at the annual Grafenwoehr gunnery exercise. Monitored organizations
budget formulation and managed budget execution. Responsible for modernization
project to integrate helicopter units into the overall organization. Responsible
for maintenance operations, facilities, inventory, budget and quality control
for 200 tactical vehicles and weapon systems fleet. Reorganized maintenance
operations and improve part inventories to increase equipment availability
by 30% while reducing the operating budget. Developed and coordinated Squadron
general defense plans in response to NATO (3301) plan changes. As Foreign
Training and Support officer at the Armor Center responsible for all
administration and support for all foreign students.
